abstract = "O presente trabalho investiga os aspectos relativos {\`a}
ocorr{\^e}ncia de ventos extremos m{\'{\i}}nimos e m{\'a}ximos
a 10m, sua distribui{\c{c}}{\~a}o de probabilidade,
per{\'{\i}}odo de retorno e tend{\^e}ncia clim{\'a}tica. Para
isso s{\~a}o utilizadas s{\'e}ries temporais de velocidade do
vento observado a 10m provenientes de 42 esta{\c{c}}{\~o}es
pertencentes ao DECEA, e simula{\c{c}}{\~o}es do modelo regional
Eta clim{\'a}tico rodado com as condi{\c{c}}{\~o}es de contorno
do modelo clim{\'a}tico ingl{\^e}s \emph{HadCM3} compreendendo
o per{\'{\i}}odo de 1960-1990 e proje{\c{c}}{\~o}es futuras
entre 2010 e 2100 para o cen{\'a}rio de emiss{\~o}es A1B.
Inicialmente, todos os dados passam por um processo de
qualifica{\c{c}}{\~a}o com o prop{\'o}sito de reduzir as
incertezas dos resultados. Em seguida, {\'e} realizada a
an{\'a}lise de agrupamento utilizando o m{\'e}todo
hier{\'a}rquico de Ward a fim de identificar as regi{\~o}es
homog{\^e}neas (RHs) da {\'a}rea de estudo. Para determinar e
quantificar as tend{\^e}ncias clim{\'a}ticas nas s{\'e}ries de
vento observado {\'e} aplicado o teste de Mann-Kendall. A
an{\'a}lise de tend{\^e}ncia das s{\'e}ries de m{\'e}dias
m{\'{\i}}nimas anuais da velocidade do vento indicam 50\% de
tend{\^e}ncia n{\~a}o significativa, 28,5\% tend{\^e}ncia
negativa e 21,4\% de tend{\^e}ncia positiva. J{\'a} as
tend{\^e}ncias das m{\'e}dias m{\'a}ximas anuais apresentam
35,7\% de tend{\^e}ncia n{\~a}o significativa, 19\% de
tend{\^e}ncia negativa e 45,2\% de tend{\^e}ncia positiva. Na
etapa seguinte, s{\~a}o aplicados tr{\^e}s m{\'e}todos de
distribui{\c{c}}{\~a}o de frequ{\^e}ncia {\`a}s s{\'e}ries
observadas: Gumbel, Weibull e GEV. A escolha do melhor ajuste das
distribui{\c{c}}{\~o}es {\'e} feito pelo teste de
Kolmogorov-Smirnov e pelo menor Erro Padr{\~a}o. Com base nesses
dois testes, o melhor ajuste {\'e} determinado pelo modelo de
Gumbel. Em rela{\c{c}}{\~a}o ao per{\'{\i}}odo de retorno da
velocidade m{\'a}xima do vento a 10m, a regi{\~a}o
homog{\^e}nea RH5 apresenta os maiores valores de velocidade do
vento para T= 2 anos, podendo ocorrer velocidades iguais ou acima
de 19,68 m.s\$^{-1}\$ e a velocidade de 25 m.s\$^{-1}\$ pode
ser superada uma vez a cada 20 anos. A RH6 representa o segundo
maior valor de velocidade do vento em T=2, podendo ocorrer
velocidades iguais ou acima de 18,56 m.s\$^{-1}\$. Para realizar
o estudo de tend{\^e}ncia clim{\'a}tica das s{\'e}ries
provenientes das proje{\c{c}}{\~o}es do modelo clim{\'a}tico,
{\'e} realizado o refinamento estat{\'{\i}}stico das
sa{\'{\i}}das do modelo Eta-HadCM3 com o emprego de Redes
Neurais Artificiais (RNAs), as quais s{\~a}o treinadas tendo como
preditores as vari{\'a}veis de sa{\'{\i}}da do modelo e como
alvo as s{\'e}ries de vento observado a 10m. Obt{\'e}m-se com
isso uma melhora significativa nas s{\'e}ries de velocidade
m{\'{\i}}nima e m{\'a}xima da velocidade do vento, sendo que a
m{\'e}dia da correla{\c{c}}{\~a}o de Pearson passou de 0,16
para 0,76 e de 0,29 para 0,78, respectivamente. O ganho (skill)
m{\'e}dio em rela{\c{c}}{\~a}o ao erro sistem{\'a}tico foi de
99,6\% para os m{\'{\i}}nimos e 99,3\% para os m{\'a}ximos de
vento, enquanto que o ganho m{\'e}dio do RMSE foi de 85\% e
67\%, respectivamente. Com base nas an{\'a}lises de
tend{\^e}ncia clim{\'a}tica das s{\'e}ries velocidade
m{\'{\i}}nima e m{\'a}xima do vento observado a 10m e do vento
modelado pela RNA (proje{\c{c}}{\~o}es futuras 2010-2100), os
resultados indicam aumento na velocidade m{\'{\i}}nima do vento
ao longo da costa brasileira, principalmente na costa do Nordeste,
e no interior do continente pr{\'o}ximo {\`a} costa. J{\'a} os
m{\'a}ximos de velocidade do vento indicam aumento no interior
das regi{\~o}es Norte, Centro-Oeste e Sudeste. ABSTRACT: This
study focuses on the aspects of the occurrence of extreme minimum
and maximum winds at 10m, its probability distribution, return
period and climate trends. The analyses are made use of wind speed
time series observed at 10m from 42 stations belonging to DECEA -
Brazilian Airspace Control Department as well as time series from
the mesoscale regional circulation model (RCM) Eta HadCM3 for the
period from 1960 to 1990 and future projections between 2010 and
2100. In order to reduce the uncertainty in results, we carried
out a quality control process in the data series. Then, a cluster
analysis was performed using the hierarchical method of Ward to
identify homogeneous regions (RHs) of the study area. A total of
six RHs were identified, among which the RH5 and RH6 have the
highest maximum wind speed at 10m. To determine climatic trends in
the wind series, we applied the Mann-Kendall test. The trend
analysis for the minimum wind speed annual average indicated 50\%
of non-significant trends, 28,5\% of negative trend and 21,4\%
of positive trend. The analysis of maximum wind speed annual
average indicated 35,7\% of non-significant trend, 19\% of
negative trend and 45,2\% of positive trend. We applied three
frequency distribution methods on the observed series: Gumbel,
Weibull and GEV. To find the best fit of distributions models, we
applied the Kolmogorov-Smirnov test and determined the standard
error. Based on these two tests, the best fit was found by using
the Gumbel model. For the maximum wind speed at 10m, the RH5
indicate the highest wind speed return period of 2 years for winds
exceeding 19,68 m.s\$^{-1}\$and 20 years for winds exceeding 25
m.s\$^{-1}\$. The RH6 showed the second highest wind speed, in
excess of 18,56 m.s\$^{-1}\$, for the 2-year return period.
Thus, the RH5 and RH6 are the regions with higher risks for the
structural integrity of wind turbines. To perform the trend
analysis of the series from the predictions of the climate model,
we performed a statistical refinement for the outputs of the RCM
model using Artificial Neural Networks (ANN), training using the
RCM model output as predictors and observed data at 10m as target.
The ANN result in a significant improvement in minimum and maximum
speed wind speed series, and the mean Pearson correlation
increased from 0,16 to 0,76 and from 0,29 to 0,78, respectively.
The gain (skill) of the average systematic error was 99,6\% to
99,3\% for the minimum and maximum wind speed, while the average
RMSE gain was 85\% and 67\%, respectively. The results of trend
analysis from RNA data series indicate an increase in the minimum
wind speed along the Brazilian coast, mainly in the northeastern
coast, and within the continent near the coast. By another hand,
the maximum wind speed indicates increased within the North,
Midwest and Southeast of Brazil.",
